You can fit HID lamps for the main beam without worring about legality as only the dipped beam has to conform to beam pattern and alignment tests. Essentially the full beam design is an 'everything you've got approach' - with not too much regard for where that light goes. A good example are long range driving lights on a 4x4, which are pefectly legal so long as they don't come on with the dipped headlights.
