How on earth would someone scraping the rear side of my bumper 8 months at about 1mph cause my steering rack to become faulty?

And for that matter how would someone else driving it (this person being from Honda dealership/bodyshop) have caused it to be faulty? Barely any miles were added to the car when it went in and the petrol consumption was minimal.
