Ultimately, I couldn't find anything one way or the other to
definitevly state if fitting aftermarket HIDs without washers and levelers was legal, or not.
And just because they are being sold doesn't make them legal
For
me though the biggest argument against is the insurance angle.
From new, HIDs have to have washers and levelers to prevent glare for oncoming drivers.
If you fit them without, and end up blinding an oncoing driver, who then crashes into you - will your insuance pay out?
Or more to the point, if the chav driver in the opposite direction takes you out, and
then claims it was becuase he was blinded by your HIDs...
