If it's the other car's paint on the clearcoat, then either a clay bar (more aggressive one like the Bilt Hamber I use and recommend highly, rather than the Meguiar's one) or a polish with a soft foam pad (Menzerna 91 or 85/3.02) - but these'd be better done by an orbital machine.
I doubt hand polishing, esp. with a light abrasive would much - but there's no harm in trying before you find a detailer in your area to use his machine on it.
£10 -15 should be all he'd need charge, depending on whether you go to him or how far he has to travel to you.
