In the first instance I would photograph your car with the legitimate registration and send it to them pointing out that it is not your vehicle; with copies to the local police for the area concerned.
If they check the DVLA records they will see that your reg applies to a
NHB Civic and not a Silver Passat.
...or just phone them and tell them to check it out.
