I managed it yesterday by pulling down sharply on the seat belt to lock the reel and whilst locked fastening it to the buckle. This obviously requires a little persistence to get the locked belt to the correct length to keep the seat upright. Lock it too long and the seat falls forwards and unlocks itself, lock it too short and it doesn't reach the buckle.
The other written method it to unravel all the seatbelt and whist it it then reeling back, it locks the seat in a rachet mode. I couldn't get this to work.
