The point of this is that young drivers who can only afford the insurance on the 1.4 get a car with funky looks and nice wheels, and in a package that the insurance companies know about (also avoiding "mods" and keeping the premium down).
Also maybe it appeals to "wealthy Dad" - who wants to buy a new car for his 18 year old son, so wants it to look nice but have a safe (weedy) engine in. And he also won't want a £2,000 insurance bill to add on top.
I think VW started it with the Golf "Driver" in the 80's - it looked much like a GTi but had the cooking 1.6 in it.
