I guess there is one straightforward explanation: it is usually cheaper to build a petrol engine, and the petrol is usually smaller (leaving space for the "hybrid" stuff) as well as lighter. Less obvious: a petrol engine is prone to revving higher, which may be favourable for charging the batteries.
Another factor may be that the car manufacturers don't want to give the customer too much too soon, imagine we would get used to cars burning 3l diesel /100 km - to whom would they then sell their current petrol guzzlers? I know this is a bit of a "conspiracy theory" but this one is quite plausible I guess
