Stopping from 60 still takes the same amount of effort, no matter whether you got to 60 in 10 seconds or 2 seconds.
Which is an over simplification, as it holds true at a
steady 60
However, it doesn't quite hold true if you are still accelerating to 60 as you hit the brakes.
But for the relatively minor power increases we are talking here, it's true enough
If you were tuning for top end speed (and more to the point, using it!), or tuning for acceleration because you were going to tack your Civic on track days, then yes, brakes upgrade would be a good idea
