in a nutshell - impossible to enforce
short of having the power to randomly stop any cyclist and demand to see some sort of cycling license, a form of insurance, and proof of cycle tax, then how could it be done?

Joking aside, it would get my vote
(although, in defference to many many cyclists, not all ride like that - but certainly a lot do
