As an ex cyclist in London, the cyclists in the second scenario not only annoy car drivers but also law abiding cyclists. If they are coming flying down BEHIND you, not even along side and then cut round the left of you while indicating then perhaps they need removing from the gene pool for the good of humanity.
The only time you need to give way to a cyclist is if they are already alongside you when you indicate your manouvere, or they are in a separate defined cycle lane. The excellent mirrors on the Civic will be an advantage in this case. IMO cars like the Fiat Panda with poor mirrors are much more dangerous.
