I've always found the best method is to :
1) Get the right touchup paint from Honda
2) Paint it in till it is just proud of the surface
3) Wait a day for the paint to shrink, as it dries
4) Apply more paint if the shrinkage has produced a central concave
5) Use Brasso on a single layer of cloth wrapped round a lolly stick.
This ensures that the rubbing down only occurs on the proud section and not around the new paint which a cloth on a finger does.
Polish to finish off.
