It looks rather Bad Pekwah1, I did see this earlier at work and was stuck behind a woman in an old Ford Escort estate who was alll over the road, usually in the middle and if not then right on the other side and that was with lines on the road!!!!!!
You can drive as carefully as you like, but if there is someone clearly not caring or paying attention (which would seem to be the case here if she didn't hear the horn its not that un-noticable it sounds gay and she didn't realise she was in the middle of the road
) then you can only try your best to avoid a situation but that isn't always possible
