Hi Mate,
Legally you can only carry the number of passengers you have seat belts for!
I believe you can get fined for this,particulaly if the passengers are minors as the responsibilty falls with you.
As you mentioned the most serious problem besides the legal one is the safety aspect,you really wouldn't want to know what would happen in a high speed collision!
