I think Robbo's point is valid in that with age & a few years' experience you do realise the potential of driving fast in different conditions, on differing road surfaces & with a variety of other drivers around. You perhaps anticipate more than you did when you were young.
You've only to go on a dual carriageway later in the evening to witness what some (and I stress 'some') young lads are prepared to do when driving their cars.
It seems to be the case now that to gain respect in certain circles you have to drive around with the biggest & loudest exhaust etc. What's that all about ?
That said, I have a son of 19 who uses one of my cars (a mini one), who to the best of my knowledge is careful so I know it certainly is not the case that all young men with decent cars want to drive fast & or recklessly.
I think the high cost of insurance for lower age groups with limited experience is set correctly though, even though to add younger drivers to my insurance triples the annual cost.
