Also they can match the spec of the dodgy car to a car thats on the net much easier.
for example - your local scum has stolen a bronze
CTR and needs a number plate for it to drive around in
there are not many bronze
CTR's on the road and very hard to just "find" one in your local car park
so he will get onto civinfo or pistonheads or another similar site
and if someone has left there plate showing he will "clone" it making life much easier for him and life much harder for YOU
