I think you should send the letter as what would happen if whilst driving you encountered torrential rain? In fact the washing of the car with cold water would replicate to some extent the effect of torrential rain.
Cars should be tested to withstand these type of situations and putting cold water onto the fog lights surely what would happen in the real world!
