Having ridden too many bikes to mention, I can confirm that if you're not using the whole rev range on a ZX6R, then you are missing the point of the engine entirely (notice I didn't say the word 'thrash'!)
I've used R6's ALOT whilst instructing for California Superbike School, and they also need the rider to use the higher revs to get the best out of them - if you didn't it'd feel VERY slow indeed!

the ZX6R revs to 16K and peak power is at arounf 14K so yes it needs to be used (not thrashed) to get the best out of it. I would never be able to use the tyres to that extent on the road (nor would I want to) due to poor road surface other road users etc.
