I would push the Police and get this guy charged with hit and run, if they won't then go to the top. The law states that the person who hits you must leave their name and number, even if they tell you its Mickey mouse. If not, then they can be charged with hit and run. The Police cant be bothered with all the paper work, but I'd push it higher, its not on. Why should they get away with it???
