Can I throw a Volkswagen Lupo/Seat Arosa into the mix?

Aside from the classsy interior, it's a chuckable little car with decent steering and gearchange. The 1.0 litre is fine for town driving and you should be able to pick one up privately for approx 2k (year 2000 car). Build quality is also v. good.

For a bit more money you can also get an early 1.4 Seat Arosa (99-2000). Basically, the same car as the Lupo just with different front-end styling/interior trims.

Of course, I admit the VW badge does hold somewhat more cachet than the Seat's. Although both meet the specs you laid out and either would make a fine car for a novice driver.
