Hello Allan,
Like I wrote before, I did remove this plastic inder fender (completely!).
But you can only access the 21W bulb, the 5W is a bit further, you can not even see it or feel it. (probably that is why they only mention the 21W bulb in the manual)
I chekked this on the right side wheel.
