yep, I thought so too
ended up getting it confirmed direct from Honda UK
long story very short:
company car, on lease.
lease co allows factory fit options, but doesn't allow dealer fit.
except that it does allow dealer fit for all the other bits such as reverse camera etc
just not skirts / spoilers - too 'boy racer' apparently (although the Scooby WRX STi super limited edition thingy is on the 'allowed' list)
but they would have let me have them if they had been factory fit
not that I'm at all bitter about it or anything!
PS - parts come pre painted from the factory I think (different part codes for different colours) - dlrs 'just' fit them on when they turn up
