Yes it's to do with emissions. At wider throttle openings (e.g when you are accelerating, bombing down the motorway etc) the EGR valve opens to recirculate some of the exhaust gasses into the engine so that the higher temperatures can get rid of some of the nasty stuff.

It basically just minimizes the amount of crap that gets pumped out of the exhaust. Unfortunately the amount has to be just right otherwise the engine gets the wrong air/fuel mixture (remember it is recirculating waste gas) and this causes problems if they don't work properly. Plenty of manufacturers have had problems with EGR valves in the past and unfortunately they are here to stay!
