Yeah but every car is gonna be like that. So you can still compare across the marques/models as the baseline would be the same.
You have probably experienced this, when you are behind another car and going through a speed trap, you both do say 80kmh on your speedos and you do not catch up with the car in front or get caught from behind either.
The fuel figures are measured independantly of the manufacturers so the baseline should be the same there too. So while it may not be a true 7.1 L/100KM, at least you can know you still get better economy than a car that states it gets 7.6 L/100KM.
By the way, I drive a 1.8 saloon and have done 1000KM, so my B trip says 7.5 and my A trip over the last 250KM says 7.2 L/100KM.
Another thing, I can reset the A trip but can I reset the B trip too? I havent tried it yet as I dont want to reset it at the moment.
