On the Ford Focus, the wheel arches are plastic - just like they are on the Civic! Plastic can't rust so I really don't know what you're talking about. Obviously nobody would put carpet on steel wheel arches as it would rust within months as you say. LOTS of cars are starting to have this Nylon carpet so the manufactures obviously don't think it will cause any problems or they wouldn't do it. They are the ones that have to pay out for the 5 year bodywork corrosion guarantee that most cars have now.

What exactly will rust? I'm talking here about the inside of the wheel arch - the bit that faces the tyre. It's made of plastic and will not rust in a thousand years! Plastic can not rust - I promise you!

My Civic definitely has more road noise than my Focus did - and by quite some way. Perhaps this is due to the 17" alloys rather than the 15" alloys I had on my Focus. Or possibly the noise of the 2 litre engine in my focus just drowned out the road noise at motorway speeds so I didn't notice it The Focus had more wind noise because of it's tallness and not particularly aerodynamic shape - but this noise clearly came from the door pillar area rather than the road/tyres.
