No it isn't. There are two types of
HID-headlamps: one were only the dipped beam is
HID, main beam and flashing is halogen. The other has one
HID-lamp for both dipped and main. I think in this type the voltage to the lamp makes the difference between dipped en main. With this type there are two possibilities for flashing: some cars have to flash with the same
HID-lamp, other have an extra halogen lamp for flashing.
