I think a light covering of rust after the car has been standing for some time in the damp is normal. Also, rust can quickly appear when washing the car.
If the discs are still rusty after a reasonable length drive, then I would say that that is a problem.

What do you mean by the "top" of the disc? As stef says, it's iron, so will rust. The outside diameter of the disc will always be rusty, as will any bit not in contact with the pads. But if after driving the contact surface is still rusty, then maybe you have a stuck calliper.

Any chance of a photo?

Got my spaceship for 2.5 weeks now. The break discs are already rusty. I don't think it's anything to worry about, I see it on other new cars as well. And after driving arround the rust on the breaking surface is gone. But if they are still rusty after a drive you might have a problem, or you should try using the breaks .

If the rust is not disappearing then I suspect you are probably not doing runs that are long enough to disperse it.

Rust should 'evaporate' from cast iron when the metal gets hot enough.

this is what l-noel answered me about that...

Concerning the brake disk, the problem is due to the fact that these disk are not longer made in Steel but in Spheroïdal Graphite Cast Iron (FGS 500-12 according to french standard) witch is prone to rust but witch give better results than steel...
The first firm to use it was PSA (Peugeot Citroen) and when I was working in the QA department of a Foundry whe have done plenty of test for the prototype, and since 10 years now it's very common in the automotive industry...

Here is the topic (you can see pictures of my civic with rusty discs after cleaning):
