I that based on purely the slight difference in the circumference of the 2 tyre sizes?I'm thinking the greater rolling resistance and to a lesser extent,frontal presence of the tyres affecting the mpg.

I think it's mainly a slightly higher rolling resistance from a slightly wider tyre.
The values is quite consistent with testing done by the Danish road council:

Who cares that our cars are not as economical as they are quoted.

It is the quoted figures that decide our road tax and through Honda's tweaking the Civic must have the lowest tax of any car with the same performance (maybe not the CTR, but the 2.2 & 1.8s are amazingly low CO2 figures).

I agree Charles! But also what I've noticed is the my car has slowly but surely become more econmical. I stated getting 38/39 mpg and now get 43/44 with a mix of town and dual carriageway. I only do a 20 mile round trip each day, so that's not bad. The thing i've learn't about diesels is the take along time run in, maybe 25 - 30,000miles, they are very tight from new.

True !!! Only in theory BUT .... on the practical you can take the same car with the same wheels and even drive with the same driver and still get a difference of up to 1 litre /100km !! All depends on the way it's been run-in.
It is very true reguarding the diesel engines that they give its very best after 50 000km or even 70 000km on clock .... i was thinking of changing mine every 2 years !!! but i have a bike, a 1200cc bandit and don't always ride the civic and so hardly do 15000km per year (9375 miles per year) so i guess i'll have to keep it for 10 years if i wanna get the utter most of it
