Rear seats.....a question!

Whilst cleaning my civic on Sunday I happened across a most odd addition on the rear seats. I haven't worked out what it is.
Type S 60/40 split on the upright 60% side.
There is a small pocket of fabric.
Is it for drug users to hide their stash?
I can't see how it is suitable for the seatbelts.

Millie's got that pocket too!

Perhaps they give them out with all Civics.

Is it not to store the seatbelt when not in use?

Maybe it's something to do with the ISO seats for kids?
