Fog Dummy rear fog light

Can't see anywhere in the manual regards what the other dummy rear fog light does?

Drivers side works as the fog light, but what about the opposite one? Looking through the red plastic, it looks as though something is fitted, but can't tell what!

Is it just filling the tailgate space up, or does it have a function? If it doesn't, why didn't Honda wire up two rear fog lights? It's all there except a bulb by the looks of it.

Does anyone know?

Its just a blank, i think the rear fog light is there for left hand drive cars not sure though

The fog light is on the same side as the steering wheel so its more to the middle of the road.
