Retro fitting may be a different matter, but I doubt it. There are regulations on brightess and spacing from other lights, but you are allowed one or two rear fog lights.
I had one car, can't remember the make now but think it was Japanese, the wiring, bulb holder etc were in place, the light cluster had a blank that needed to be unscrewed and you just needed to fit the bulb.

I queried this with the dealer, he said the left hand drive cars only had one fitting but it was cheaper to leave the fitment and wiring in place for right hand drive, they blanked it off so it didn't look like the UK were getting a better deal!

Regarding placement I know the early S2000s had a single central fog light but have changed to one offside, you would also think two lights would be better for UK cars travelling in the other side of the channel?
