Just a brief aside about driving on the Continent. I don't know if it is still the case, but at one time it was COMPULSORY to carry a spare can of fuel in France and ILLEGAL in Spain (or the other way round).

Is there a pile of cans at the border and you help yourself going one way and hand it back on the return journey?

Wouldn't it be great if you could just flick a switch and the headlamps adjusted to continental mode!
From www.drivingabroad.co.uk

The E book of France says:

Essential equipment for your car:
You must carry a warning triangle, spare light bulbs, flash light and a first aid box. Also recommended are spare fuses and a fan belt.

Nope, nothing special is needed, the regular ones do the the job OK. I called them 'converters' but that sort of suggests that they do something to alter the path of the beam -- they don't, they simply obscure that part of the headlight's output pattern that would otherwise shine into the eyes of oncoming (European) drivers. You can see exactly where to place the patches on the lens cover by shining your headlights onto a wall at night. Nope, headlight washers are not new to the 07.

My 06 EX has them.

They are two raised sections of painted plastic that sit below the headlights.
When you wash the windscreen with the headlights on they pop out and spray high pressure water on to the lights. They look a bit light blanking plates, if you have an EX with HID lights (which should be standard on an EX) then you should also have the washers.

Ive wondered when they come into use?? presumably its each time you use the windscreen washer?? or am I missing some little button/switch which operates them independantly of screen-wash?? If they come on with screen-wash op, then you use them whether you want to or not, so legislation is adhered to even if you don't want it!

They operate when you have the headlights on and you operate the windscreen washers.

For whatever reason the HID's are not available on the Type S and Type R models. Weird! You would have thought the top line models would also have them.

That depends on local country policies I guess. Here in Belgium HID's are standard on a TypeR and available as an option on a TypeS.
On my 5 door Sport however, they did not come standard (as opposed to the UK I believe) but they were an 800 € option. (about 530 £)
