New section - Civinfo traders

Once again, we are having a re-think about the For Sale section...

Originally the General Commercial Posts section was just for companies to advertise and direct enquires to their websites. But we also put our more resourceful members who sell multiple items into that section, to differentiate them because their threads run a different course.

So that lead to confusion about which rules were being followed.

Now, those private members who want to offer a run of products or a service, can post in the "Civinfo Traders" section. Only supporters can start a new thread - so I have a record of their address. These threads will have all the warnings and strict rules that normal for sale threads have, since it's still private individuals buying from other private individuals.

I have amended the trading rules to reflect this.
