I think that's an inline fuse holder. What for, I don't know.

Any third party alarms or sound systems installed?

I think it's OEM and a point where Honda can hook up a test device or similar. Most Civics have it.

As long as it's nothing major, just seemed a bit strange that it was in the way of the fuse box cover.

Bit of a stupid place to have a test socket though, and it's just a single, thin wire. If I was designing it, I'd put the socket in the fuse box, which it's practically touching! Ha!
