Is the power feed to the NP lights regulated

Need a bit of advice with this one. I have fitted one of those 4D honda led badges to my rear cluster and wired it into the power feed to the number plate lights. all seemed good and working but after a short period of time smoke was coming out of it and it was really hot. So what i'm trying to figure out is if its a power regulation issue or the unit was faulty or the wrong resistors were used. I have got a fair few extra led's in the car and never had trouble with any of them, they are all fed from the cigarette lighter power feed. Is the cigarette lighter power feed regulated or different from the number plate lights power feed ? any insight would be greatly appreciated It is a 2008 civic type R
