When you start the car the VSA light up for a second or two and goes out if eveything is OK.
It is on by default.
You have to press the button to turn it off.
When off the yellow VSA lights up to let you know its off.

It works by braking both inside wheels or both outside wheels depending on if the car oversteers or understeers.

It is traction control (pretty much), applying brakes to different sides.

Pressing the button turns it off, and the indicator stays on until you turn it back on.

Leave it on

I think the article you are looking for is this: VSA - Civinfo Wiki

When you start the car, after a few seconds all the warning lights should go off. You can then turn the VSA off, and a little warning triangle appears to remind you that it's off. When you press the button again, the VSA goes on and the warning disappears.
