Question knowledge needed (CLUTCH CASE missing bolt?(DIESEL))

hi guys,
last weekend, after removing air filter box, noticed that one bolt is missing from my cluch case... (2.2 diesel)

and here comes silly qestions...

whats it for? did someone forgot to place it back? and if yes, what size bolt should be in there?
and can it be associated with slippery clutch on rainy days?
