Tailgate peeling

Do any of you helpful people know if there is anything that could be done with this, the black stuff on the tailgate .

That looks like the clear coat breaking down.

Others have sanded it back and re cleared it with great results.

I've fitted some by bonding on with sikaflex of tigerseal and ive also drilled some to fit. Bonding is easiest and less hassle than drilling but either one works well. Theres a guide on here I used with the positions of where to drill.
