A few questions regarding 9th gen 1.6 sport

Hi all, so I'm thinking of getting a civic 1.6 diesel sport (maybe a 2015 my) and when looking at a few in the nice blue colour on auto trader, I noticed that some have the wheel arches painted and some don't? Why is this? Also the lights seem to be of the projector style, but are they factory fitted with xenon's?

Garage
Body colour wheel arches and spoiler are part of the sport trim; and can be obtained as an optional extra.

The lights are projectors, but they are halogen bulbs for some dim reason (pun intended) - Have a look at the post in the lighting section; They're perfectly servicable with a HID conversion.
