Do I need to declare my Mugen parts with my insurance company ?

Seriously I would say that it is your choice as how much of a gambler you are.
They could refuse to pay a claim with them undeclared.

Why don't you get a quote and say you are thinking about fitting them to see what the cost difference is.

The mugen clinkers will, seriously I'd tell them I paid 40 extra for the HKS RSK but nothing for the wheels as there Honda upgrades seems as long as there from the manufacturer you don't have to pay

I was informed that the only problem you'd have is trying to claim for them if you had a crash. So by not telling them you'd just get what the cars worth without them.
