Rear Wing Spoiler Bracket

I have a mugen wing that was installed by a workshop, but tonight I decided to put the original spoiler back.. The nut locks but the bracket still moves. What's the proper way of locking this bracket?

It's supposed to move
When I removed my OEM they both could slide, it's to make the fitting easier I believe when lining up and has no detrimental effect on anything. I tried installing my Mugen spoiler and couldn't precisely because I screwed them too tight and there was no play.
