Is it normal to have an empty threaded hole on an FN2 rocker cover? - Civinfo

Is it normal to have an empty threaded hole on an FN2 rocker cover?

Whilst cleaning my FN2's engine bay, I noticed an empty threaded hole on the rocker cover. You can see it in the above picture which I found off the Internet by zooming in on the bottom left corner of the rocker cover (or top left corner if looking directly into the engine bay).

Is it normal to have this threaded hole empty whereas the rest of the holes on the rocker cover have washers and nuts?

Why the hell is this hole there? I just had a panic attack!!!!!

It seriously does nothing? Someone show me a photo of theres being the same it weirds me out a lot!
